"Project for Securing and Stabilizing Foreign Personnel for Small and Medium-sized Enterprises" is conducted with the 2012 revised budget of the small and medium-sized enterprises Agency. Specifically, the entire country was divided into 10 blocks, and the National Federation of Small Business Associations acted as a liaison office to publicly advertise for project implementers in each block.


The aim of the project is to strongly support the utilization of foreign personnel in top small and medium-sized enterprises in the Tohoku region.
Compared to larger businesses, where the utilization of foreign personnel has greatly progressed, small and medium-sized enterprises expanding overseas often struggle to secure and stabilize top personnel. Securing top personnel is a great challenge for manufacturers expanding their factories, the expansion of markets to overseas, and small and medium-sized enterprises in the travel and tourism sector, where the government has encouraged growth as an important export industry.
Furthermore, when we look at the foreign students who study at the institutes of higher learning in the Tohoku region, few of them are aware of the existence of attractive small and medium-sized enterprises in the Tohoku region. There are many advantages to working at small and medium-sized enterprises, such as being able to acquire a high level of technique and in-firm communication skills needed to work smoothly.



For small and medium-sized enterprises

Publishing on a major recruiting website is extremely expensive (sometimes costing from 200,000~1,000,000 yen or more). However, since our project is launched and administered with financial aid from the small and medium-sized enterprises Agency and the National Federation for Small Business Associations, you can register for free (scheduled to last until February 2014). Not only can you upload your basic data, you can also upload videos! Employers, this is your chance to communicate the attractions of your company to the world!


For foreign students and personnel

We are full of information about top-level small and medium-sized enterprises in the Tohoku region. Gather information about attractive companies that you never knew about. Registration is safe and free of charge. Those who have registered can participate for free in joint information meetings and skills training.

Joint information meetings (matching fair)

We will hold a matching fair for small and medium-sized enterprises and foreign students and personnel in the Tohoku region. Our project is launched and administered with financial aid by the small and medium-sized enterprises Agency and the National Federation for Small Business Associations, so small and medium-sized enterprises can set up a booth for free. This is your chance to attract foreign students studying in the Tohoku region and foreign human resources to your company. Scheduled to be held in Sendai and Morioka around January 2014.


Skills training

Unlike large companies, small and medium-sized enterprises require immediate assets. That also means that you have a chance to be immediately trusted with important tasks. That is why we will hold skills training sessions to acquire the necessary skills. Those foreign students and personnel who have already registered to our exclusive site in STEP 1 can register for free. Sessions will be held around October-December of 2012, depending on the circumstances. In addition, our plans include individual matching services (on demand) and company tours.

Opening of mutual support and information exchange site for foreign personnel

We support building a comfortable environment for foreign personnel working in the Tohoku region. Specifically, we are calling for workshop members in the six prefectures of the Tohoku region to build an information exchange website. At the information exchange website, foreigners living in the Tohoku region can publish information by category relating to their life, work and family, allowing them to share information and mutually support each other. At the website building workshop, we will consider the necessary kind of content. Furthermore, we will gather information about where to go to acquire the necessary kind of information. We are currently advertising foreign members who want to contribute to the internationalization of their region in addition to their work. Apply via WEB form.
